Switzerland industrialized in the 19th and 20th centuries before globalization, when countries could more easily have national industries for their national protected markets. Modern industries only exist with the help of the State, and the State will only help industries if it has something to gain. Industries provide tech sovereignty, military gear, economic warfare, and helps keeping the population proud and happy of their country. Putin is aware of that, and this is why he re-nationalized soviet industries after the failure of the 90s. War economy doesn't necessarily transition into industrial economy, but both are connected.
