The officially admit there's a problem they absolutely know about, that they meet every day, yet have decided not to do anything about, and they also don't object to the text on the signs. That's not tolerance, you're right, I'm sorry. That's far more than tolerance, that's acceptance. The signs are being removed based on a trademark violation technicality and not because they don't agree with the content.
